PROGRAMME BUDGET OUTREACH CAMPAIGN: FOR IMPROVED EFFICIENCY IN PUBLIC POLICIES

The year 2020 marks the transition of Senegal, like all (West African Economic and Monetary Union – UEMOA/WAEMU) member countries, from the Medium Term Budget to the Programme Budget, the main objective being to introduce a performance approach aimed at improving the effectiveness of public policies.

 

This will involve “doing better with less”, rationalising public expenditure and increasing the right to financial information for the benefit of citizens and civil society.

The public administration will henceforth have to meet the expectations of all – citizens, users and taxpayers – according to service quality and management efficiency criteria.

In this respect, the popularization and mobilization of grassroots actors around the Programme Budget is becoming a major issue in terms of access to information and budget monitoring by citizens.

In order to acheive these objectives, from March 9-19, 2020, the RCTB, composed of CICODEV, ALPHADEV, Action Solidaire International (ASI) and Enda ECOPOP, is organizing a series of trainings/awareness-raising sessions for grassroots actors and communities in the regions of KEDOUGOU, SEDHIOU, ST-LOUIS and DAKAR (Pikine).

 

These events include the following:

Training and information sessions on the Programme Budget, for more than 200 Grassroots Community Organizations,

Establishing a local budget monitoring framework in each targeted locality, in order to facilitate the understanding and involvement of the citizens of these areas in the preparation, implementation and monitoring of the Budget,

Organizing a citizen forum and an Information / Awareness Raising Caravan on the Programme Budget, which will enable thousands of people (representatives of civil society, Institutions, Administration, local authorities, youth and women’s organisations at the grassroots level, technical and financial partners and the private sector…) to take ownership of the Programme Budget and to engage in budget monitoring actions
