EMPLOYEES OF CIVIL SOCIETY ORGANIZATIONS LEARN ABOUT PROGRAM BUDGETING

Dakar, Nov. 23 (APS) – Employees of civil society organizations (CSOs) in Senegal have begun a three-day training workshop on the program budget, APS noted Tuesday in Dakar.

CICODEV came to accompany the Sun platform, which specializes in “budget monitoring and advocacy, but also budget analysis and reading,” explained Amadou Kanouté, Executive Director of the Pan African Institute for Citizenship, Consumers and Development (CICODEV).

He was speaking at the opening of the workshop for CSO staff.

Action Against Hunger, described as a non-profit organization, is participating. The Ministry of Health and Social Action and the National Assembly are also represented.

We have brought everyone together so that we can look in the same direction, with our partners, to make sure that budgets for nutrition [for example] are properly implemented,” Kanouté said.

According to him, the beneficiaries of the training workshop are introduced to the theoretical aspects of the program budget, to know how it works, how it is formulated, executed, monitored and “accountable”.

Monitoring, advocacy, reading and analysis of this new management mode based on performance and transparency are part of the budgetary aspects with which they must familiarize themselves.

We also want them to know when they should interact with ministries, parliamentarians and control bodies. They will be able to have a clear idea of a budget by knowing how to analyze it and learn from it,” explained Amadou Kanouté.
