CICODEV DISCUSSIONS

"CICODEV DEBATES" are to influence economic and social policies in favor of consumers.
Among the strategies to engage in dialogue with other development actors, CICODEV launched the "CICODEV DEBATES" concept. Preceded by specialized research on a topic, these debates gather actors/partners from a sector (public sector, private sector and consumers) to constructively recommend consensual solutions to the issues identified in the study… These discussions provide:
  • A source of information for citizens and decision makers,
  • A source of inspiration for political and economic players,
  • A space for exchange and citizen proposition for achieving sustainable consumption.
"CICODEV DEBATES" have already covered the following topics: Impoverished consumers address Water and Sanitation concession”. CICODEV conducted a study on the potential impact of water and sanitation concession on impoverished consumers and held a CICODEV debate with the General Director of “Senegalese Waters (SDE)” and other civil societal allies. Among other demands, this helped to push the State of Senegal to sponsor a study on the impact of institutionally reforming the urban hydraulic system sector. The study confirmed the financial barriers for impoverished consumers regarding concession – confirming CICODEV’s stance on this matter. The new government decided to not proceed with institutionally reforming the sector based on the previously planned model.
  • Bread! What are the long-term solutions? CICODEV Debates on bread is in response to a recurring issue. For more than 5 years, millers and bakers have increased flour/bread prices. Different stakeholders (millers, the State, consumers and both modern and traditional bakers) recommended suggestions, during the discussion, that were documented and submitted to the Minister of Commerce. The government did implement one of the recommendations; namely, integrating the sector into approving the ratification of the price of flour.
  • Process and Eat Locally! The obstacles and how to get rid of them” This session assembled all stakeholders of the sector, identified the obstacles and presented solutions on how to get rid of them. A large coalition of sectorial stakeholders, (manufacturers, processors, distributors and consumers) was launched to advocate, educate and inform; in order to popularize and deploy consumers to eat locally.
"Can family farms in Dakar feed the region?"
  • This session of CICODEV Debates follows the study on family farms and their contributions to food and nutritional security in the Dakar region. The Dakar region presents multiple challenges, notably, urbanization, land speculation, coastal erosion, industrialization. The current context of land reform and institutional reform with Act 3 of Decentralization reinforces the interest in a study on family farms operating in the Niayes area.
  • Various categories of stakeholders, including representatives of the municipalities in the areas studied, the family farms surveyed, States, CSOs and PTFs, participated in sharing and validating the results of the study.
  • The convergence and consensus areas identified during the "CICODEV Debates" session served as the basis for the development and adoption of a Charter for securing family farms in the department of Rufisque.
