CSO-LPI Platform Thematic Paper Land Governance for Effective Natural Resource Management

This paper sets out a civil society analysis of the current status of land governance for effective natural resource management (NRM) in Africa. The topic is essential in the context of increasing natural resource exploitation with the rights and protections of natural resources integrally linked to the rights to land. The
utilization of land for one form of natural resource exploitation also inevitably impacts on other land uses and, therefore, land rights. This paper will identify what civil society would like to see in relation to the phenomenon of land governance for NRM. It includes discussion of the trends within and responses to the phenomenon, in particular international and African responses, and ends with a set of recommendations. This analysis and the recommendations come out of discussions within the Civil Society Organizations – Land Policy Initiative Platform (CSO-LPI Platform) and inform the advocacy agenda and activities of the Platform in relation to land governance for effective NRM.

This paper sets out a civil society analysis of the state of monitoring and evaluation (M&E) of the impact of land reforms and land governance in Africa. It also identifies what civil society would like to see in relation to M&E in the land sector. The paper includes discussion of the trends and actions taken so far at an African and international level and ends with a set of recommendations. This analysis and the recommendations come out of discussions within the Civil Society Organizations – Land Policy Initiative Platform (CSO-LPI Platform2) and informs the advocacy agenda and activities of the Platform in relation to policy and practice M&E for impact.
